Dubai rises as MEASA’s leading global financial powerhouse in 2025
DIFC surpasses 8,000 companies, banking assets surge to USD 240bn
DUBAI – Dubai continues to advance its status as the Middle East, Africa and South Asia’s (MEASA) leading global financial centre, showcasing unprecedented growth and international influence.
The Dubai International Financial Centre (DIFC) has now surpassed 8,000 active registered companies, including more than 1,000 entities regulated by the Dubai Financial Services Authority (DFSA). Complementing this, the DIFC Courts have handled over Dh17.5 billion in case values so far this year, reinforcing the city’s robust legal and regulatory framework.
According to the latest Global Financial Centre Index, Dubai has moved up to 11th place globally, affirming its position as the region’s most credible financial hub and one of the top four global FinTech centres. These milestones underscore Dubai’s strategic role in driving the Dubai Economic Agenda (D33) and highlight the city’s transformation into a magnet for international finance.

Regional financial hub
Since its inception in 2004, DIFC has leveraged its three independent bodies – DIFC Authority, DFSA and DIFC Courts – to position Dubai as a premier global financial hub. Its model integrates legal and regulatory certainty with business agility, making the Centre a benchmark for emerging financial markets worldwide.
The DIFC Authority drives strategic planning, infrastructure development and innovation, while the DFSA ensures globally aligned regulatory oversight. Meanwhile, the DIFC Courts provide world-class dispute resolution services, delivering transparency, stability and certainty for investors and companies alike. This synergy has made Dubai a preferred destination for financial services leaders and innovators across banking, capital markets, wealth management and insurance.
Scale and diversity
DIFC is the region’s only financial centre operating at scale across all sectors. Benefitting from global connectivity and access to more than 72 MEASA countries, DIFC has attracted over 8,000 companies employing 48,000 professionals – the region’s largest talent pool in financial services.

The Centre’s licensed banks and capital markets firms, including 27 of the world’s 29 globally systemically important banks, now manage approximately USD 240 billion in assets, a near 200 per cent increase from USD 80 billion a decade ago.
Regulatory strength
The DFSA continues to evolve its strategy and frameworks to support scale, innovation and cross-market connectivity while safeguarding stability. Its common-law-based regulatory model, benchmarked against leading global authorities, is integral to DIFC’s appeal.

Legal excellence
DIFC Courts remain the leading English-language commercial court in the MEASA region, serving domestic, regional and international businesses. Year-to-date, the Courts have handled over Dh17.5 billion in claim values, demonstrating their capacity to manage high-value and complex cases efficiently.
